Reference git notes attached to commits.

You can now view git notes attached to commits directly in Sourcegraph. This includes notes added manually, or via tools like Git AI.

Notes attached to a commit are shown on the commit page, and various UI elements throughout Sourcegraph will hint at whether a commit has any associated notes.
